In July, the Michigan Legislative Council passed a policy of creating tax incentives for companies to create jobs, including incentives for companies that add more than 3,000 jobs. Wisconsin lawmakers are also discussing new incentives. Ohio, Pennsylvania, Illinois, Indiana, and Texas also appear to be competing for Foxconn's investment projects.

At present, Foxconn has not disclosed the reason for the establishment of the factory in the United States, but has listed seven states that are expected to build factories. Plans to conduct business in at least three states are expected in early August.
